GJM has betrayed Gorkhaland movement, say hill parties

Darjeeling, June 8 (IANS) A day after the West Bengal government signed an agreement with the Gorkha Janamukti Morcha (GJM) on the issue of a separate Gorkhaland, political parties in the state's northern hills Wednesday accused the GJM of betraying the region's people.
"The GJM has fooled the people of hills by leaving out the demand of separate statehood for the Gorkhas during the meeting. It is now clear that the GJM used Gorkhaland as a platform to win the assembly elections. With the polls over, they have abandoned the issue," Communist Party of Revolutionary Marxists general secretary Taramoni Rai told IANS.
At the core of Tuesday's agreement is the formation of a new autonomous elected Hill Council, which is armed with more powers compared to the Darjeeling Gorkha Hill Council (DGHC) formed in the late 1980s.
The new council, to be formed through an enactment of the state assembly, would have administrative and financial powers and can also frame rules related to the hills. The council members will later be chosen through an election, but the body cannot enact any law.
However, Rai said the new administrative setup was even weaker than the Sixth Schedule Council proposed by Gorkha National Liberation Front (GNLF) president Subash Ghising.
Communist Party of India-Marxist leader K.B. Wattar said the "solution" arrived at Tuesday was "nothing new".
"The (earlier) Left Front government also proposed to give the same status but that time, they did not agree," said Wattar.
He alleged that the GJM's decision to leave the demand of a separate Gorkhaland and to resolve the issue after a meeting with Chief Minister Mamata Banerjee clearly pointed towards a nexus.
"The GJM's movement was against the Left Front, not for Gorkhaland," said Wattar, adding that the solution that emerged from Tuesday's meeting was temporary, not permanent.
However, Akhil Bharatiya Gorkha League (ABGL) general secretary Lakshman Pradhan said: "The solution was reached after the state government played the Madan Tamang card. The GJM leadership was blackmailed to agree to setting up the autonomous hill council through elections."
ABGL president Madan Tamang was killed May 21, 2010, and allegations were levelled against the GJM.
"We think that the GJM leaders were threatened that if they did not agree to the state government's proposal for resolving the issue they would be arrested," said Pradhan.
He also said that the formation of the autonomous body could fulfill the aspirations of the GJM but not those of the hill people.
The proposal for setting up a committee to reconsider the GJM's demand of including the Terai (plains) and Dooars (foothills of the Himalayas) region within the territory of the autonomous council has created resentment among the tribal people living in the area.
Adivasi Bikash Parishad general Secretary Tez Kumar Toppa said: "We are against the inclusion of Terai and Dooars areas within the territory of autonomous body. We will prevent bifurcation of the region and demand the Sixth Schedule to be implemented for the two regions. A six-member delegation has already started for Kolkata to meet the chief minister."
The demand for a separate state of Gorkhaland covering parts of northern Bengal gained momentum during the 1980s under the leadership of GNLF supremo Subash Ghising.
But the reins of the movement were later taken over by the Bimal Gurung-led GJM, which forced Ghising out of the hills.

अलग राज्य गोरखालैंड हो गया सपना

दार्जिलिंग, जागरण टीम : गोरखा जनमुक्ति मोर्चा के प्रतिनिधिमंडल की मुख्यमंत्री ममता बनर्जी से वार्ता के बाद हिल्स की समस्या का निदान का दावा किये जाने को लेकर पहाड़ के स्थानीय दल दुखी हैं। उन्होंने इस वार्ता को बेनतीजा वाला बताया और कहा कि अलग राज्य गोरखालैंड के गठन की राह आने वाले दिनों कठिन हो जाएगी। गोजमुमो ने गोरखा समुदाय के भावना के साथ खिलवाड़ किया है और उनके भले की कोई बात वार्ता में नहीं की गई है।
हमारे दार्जिलिंग संवाददाता के अनुसार : यहां विभिन्न दलों ने गोजमुमो के वार्ता को गोरखा समुदाय के हितों के उलट बताया और कहा कि मोर्चा ने जनता को धोखा दिया है। दार्जिलिंग तराई-डुवार्स चाय कमान मजदूर यूनियन के केंद्रीय अध्यक्ष केवी सुब्बा ने कहा कि मोर्चा ने जनता के साथ विश्वासघात किया है। चुनाव के दौरान गोरखालैंड के नाम पर जमकर नारेबाजी की गई और चुनाव जीतने के बाद गोरखाओं के हितों को दरकिनार कर दिया गया। इस दल ने अपने वादे को भुला दिया है और गोरखाओं के हितों की अनदेखी करके परिषद को स्वीकार कर लिया। उन्होंने दावा किया कि सोमवार और मंगलवार को हुई वार्ता के दौरान अलग राज्य के नाम पर एक बार भी चर्चा नहीं हुई। यह दल गोरखालैंड को लेकर ईमानदार नहीं है और यह बात इसने साबित कर दिया है। क्रांतिकारी मा‌र्क्सवादी कम्युनिस्ट पार्टी के केंद्रीय प्रवक्ता गोविंद क्षेत्री ने कहा कि गोजमुमो ने जनता के विश्वास को मिट्टी में मिला दिया। इस दल को दागोपाप पर ही समझौता ही करना था तो दुनियाभर की नौटंकी करने की कोई जरूरत नहीं थी। यह गोरखा समुदाय के साथ विश्वासघात है। गोरखालैंड के नाटक का गोजमुमो ने दुखद अंत किया है, लेकिन इसका जनता जवाब देगी और इसके लिए इस दल के नेताओं को तैयार रहना चाहिए। अखिल भारतीय गोरखालीग के महासचिव लक्ष्मण प्रधान ने कहा कि शनिवार को उनके पार्टी की बैठक होगी और इसी दौरान आगे की रणनीति पर चर्चा होगी। गोरामुमो नेता भीम सुब्बा ने इस मुद्दे पर कुछ भी कहने से मना कर दिया।
हमारे कालिम्पोंग संवाद सूत्र के अनुसार : यहां के स्थानीय विपक्षी दलों ने वार्ता को जनता के लिहाज से बुरा और बिना किसी नतीजे वाला बताया। गोरामुमो (सी) के अध्यक्ष कर्नल डीके प्रधान ने कहा कि चुनाव प्रचार के दौरान गोजमुमो के नेताओं ने अलग राज्य के नाम पर लोगों के सामने जमकर नारे लगाए और कहा कि चुनाव जीत के बाद अलग राज्य गोरखालैंड के गठन के लिए किसी भी स्तर पर समझौता नहीं किया जाएगा। प्राधिकरण के नाम पर दिखावटी विरोध किया और जनता को दिग्भ्रमित किया। इन आंदोलनों के कारण कई महीने पहाड़ बंद रहे और करोड़ों का नुकसान हुआ। ऐसे में दागोपाप पर समझौता कर लिया गया। यही चाहिए था तो वाम मोर्चा सरकार की ही बात मान लेना चाहिए थी, क्योंकि वह तो इससे ज्यादा शक्ति बढ़ाकर देने को तैयार थी। इसके बावजूद गोजमुमो ने इसे नकार दिया और अपना राग अलापती रही। अलग राज्य को लेकर सिक्किम विधानसभा में प्रस्ताव पारित कराया गया और इसके बाद गोजमुमो ने खुशी मनाई थी। मोर्चा के उम्मीदवारों से उम्मीद थी कि वह विधानसभा में गोरखालैंड के मुद्दे को मजबूती से उठाया जाएगा, लेकिन विधायक बनने के बाद इस दल ने दागोपाप के कुर्सी पर निशाना साधा है। अब उन्हें गोरखाओं के अस्तित्व ख्याल नहीं रहा। अखिल भारतीय गोरखालीग के केंद्रीय समिति के सदस्य प्रताप खाती ने कहा कि गोरखा समुदाय को इस चुनाव में गोजमुमो की जीत के बाद अलग राज्य मिलने की उम्मीद थी, लेकिन मोर्चा ने जनता को धोखा दे दिया। मोर्चा ने दागोपाप पर हस्ताक्षर किये और इस बाबत गोरखालीग के पूर्व अध्यक्ष मदन तमांग ने पूर्व में ही घोषणा कर दी थी। आम जनता को छोड़कर सभी दल गोजमुमो के चरित्र से वाकिफ थे। उन्होंने आरोप लगाया कि पैसे के लालच में आकर विमल गुरुंग ने यह समझौता किया है। मुख्यमंत्री यह सोचती हैं कि उन्होंने विमल को खुश कर दिया तो जनता भी उनके पक्ष में आ जाएगी तो यह उनकी गलतफहमी है। जनता सब जानती है और गोरखालैंड की मांग पूर्ववत रहेगी। अलग राज्य के आंदोलन के नाम पर सिब्चू गोलीकांड, भूतपूर्व सैनिकों पर लाठीचार्ज सहित अन्य कई घटनाएं हुई, लेकिन मोर्चा ने साबित कर दिया कि उसे आंदोलन में मरने और घायल होने वाले लोगों से कोई मतलब नहीं है। इसका इस दल को खामियाजा भुगतना पड़ेगा।

 

Hills people still nurse Gorkhaland;Mixed reaction to agreement

Darjeeling, Jun 8:UNI) With the euphoria over the agreement signing in Kolkata dying down, people in the Hills are looking forward to inclusion ofrjeeling.

people in the Hills were in a state of utter confusion till the air was cleared over the agreement signed in Kolkata yesterday between the state government and the Gorkha Janmukti Morcha representatives.

For them any solution must feature 'Gorkhaland'--the sole reason why they mandated the three MLAs from the Hills.

Political observers said common people do not seem to be pacified with more power, solidarity and solving of developmental problems.

They look forward to 'Gorkhaland' featuring in any agreement.

The Mamata Banerjee government yesterday resolved the prolonged Darjeeling imbroglio with signing of the agreement with the GJM.

The state government lauded itself for keeping West Bengal undivided and putting the threat of 'Gorkhaland' on the backburner.

The chief minister had also announced that a tripartite meeting would be held in the Hills to give the agreement a 'final approval'.

But in the Hills the common people had switched to a 'wait and watch' mode. Mixed reactions flew thick and fast across political spectrum.

According to Akhil Bharatiya Gorkha League(ABGL) leader Lakshman Prasad, ''The newly-reached agreement will usher in peace in the Hills. But it could have taken place well before had the previous government been able to maintain the law and order situation.'' He, however, accused the GJM of taking the sole credit for the agreement with the new government and cheating the people of the Hills out of their aspiration of a separate state of Gorkhaland.

''If it had to done this way(pushing the deal up stage), then why was Madan Tamang(ABGL president) killed? Why were we driven out of our homes?'' asked Gorkha Rajya Nirman Morcha(GRNM) central president Dawa Pukhrin.

But GJM leader Harka Bahadur Chhetri said the agreement was expected to bring the Gorkha-dominated regions of the Terai and Dooars within the state territory of the region, as a nine member Joint Verification Team is in the pipeline to recommend the expected inclusion.

He said besides according more administrative freedom under the new set up, reserve forests were expected to be found in the map of the Hills.
