Additional District Registrar, Kalimpong assures reassessment of property valuation to Bar Associations

A meeting of the Additional District Registrar, Kalimpong and the Bar Association of Kalimpong, Law Clerks & Surety Association, Deed Writers Association and Copy Writers Association of Kalimpong was held on 21 December at the chamber of the Sub Divisional Officer, Kalimpong. The said associations have been protesting against the assessment of property valuation by the ADSR, Kalimpong. Labeling it as ‘unrealistic’ assessment the associations said that the ADR did so my compelling the parties to pay over stamp duty.

It was disclosed in the meeting by the ASDR, Kalimpong that the reassessment proceedings have already started and the relevant factors and grievances were taken note by her. She informed that she will be forwarding the same within February 2013 to the District Registrar, Darjeeling for taking needful action. During the meet, the SDO requested all the members to refrain from agitational programme as the matter is heading towards solution. Believing that the meeting has become fruitful after the intervention of the SDO, the Bar Association of Kalimpong and its associates has decided to keep further agitational programme at abeyance till 31 January, 2013 and further course of action will be decided on a review meeting after the said deadline.

The over valuation of properties by the ASDR is understood to reach the target of the ASDR fixed by the department. There is 100/ 200% increase in property valuation compared to those assessed 6 months ago when manual assessment used to prevail, notifies a press release issued by the Secretary of Bar Association of Kalimpong, Prem Pradhan on Saturday. Further, it states that after the introduction of the computer system, the data filled up in the computer is very much unrealistic, exorbitant and the assessment is being done without considering the topography of the place. The over valuation for the purpose of registration has been exorting the common man presenting documents for registration, it stresses.
The Bar Associations and its associates also feels that this is an attempt of taking the people of the region for a ride and the Registration Office has been taken them for granted.
The release also notifies that the Bar Association of Kalimpong and its associates have been pressing for assessment of valuation on the basis of topography to which the authorities have not paid any heed. It also informs that the associations had to resort 2 token cease work and withheld to present any documents for registration on 19 and 20 November. As this too, did not make any difference to the authorities, the associations therefore, had to resort to 5 days cease work from 17 to 21 December. The 5th day i.e. 21 December was scheduled for reviewing the situation.


In the meanwhile, the Bar Association received information from the Additional District Magistrate and District Registrar, Darjeeling that the matter has been forwarded to the Inspector General Registration of West Bengal.
