GUWAHATI: The seven north-eastern states and Sikkim, which get grants-in-aid from the Centre under non-lapsable central pool of resources (NLCPR) scheme, have failed to submit utilization certificates (UC) worth crore of rupees.
In a reply to the Lok Sabha on Tuesday, DoNER minister Paban Singh Ghatowar said the outstanding utilization certificates and unspent balances till June was worth Rs 748.27 cr.
Ghatowar said, "The ministry of DoNER monitors utilisation of expenditure by the non-exempted ministries and departments against lump sum provision for the north-eastern region. However, it does not monitor state-wise utilization."
On the unspent amount, he said, "The main reasons behind delayed complete utilisation of released funds to the northeastern region in a particular year are shorter working season, inclement weather, shortage of professionals, geographical disadvantages, etc."
The minister said statutory audit of the schemes by Comptroller and Auditor General of India is being conducted annually.
"In addition to the statutory audit, internal audit by the departmental accounting authorities is also being carried out regularly," he added.
According to the DoNER ministry, the amount of outstanding UCs and unspent balances against Arunachal Pradesh is Rs 160.38 cr, Rs 107.95 cr against Assam, Rs 65.77 cr against Manipur, Rs 97.58 cr against Meghalaya, Rs 71.69 cr against Mizoram, Rs 61.33 cr against Nagaland, Rs 85.93 cr against Sikkim, and Rs 35.1 cr against Tripura.
About the funds released under NLCPR in last three fiscals, the minister stated the eight states received Rs 660.41 cr in 2008-09, Rs 668.62 cr in 2009-10, Rs 772.33 cr in 2010-11 and Rs 368.09 cr till November 16 for 2011-12. The financial package for Bodoland Territorial Council was Rs 67.03 cr in 2008-09, Rs 3.15 cr for 2009-10, Rs 50 cr for 2010-11 and Rs 15.09 cr till November 16 for 2011-12.
The statement on funds utilization show the eight states spending Rs 571 cr in 2008-09, Rs 536.78 cr in 2009-10, Rs 569.29 cr in 2010-11 and Rs 305.85 cr in the current fiscal till November 16.
