Distribution of Residential Certificate Forms in Sikkim has started. The state government on May 15, 2015 had notified that the people residing in the state since before April 26, 1975, but without Sikkim Subject Certificate, would be provided Residential Certificates on submitting necessary documentation.
Keeping to its promise, the SDF-led government Monday started the distribution of the RC forms in the East District. District Magistrate (East) Prabhakar Verma said a total of 150 RC forms were distributed on the first day.
Similarly, DM (South) Raj Kumar Yadav informed the distribution of the form in South District started on June 1. He said the forms are available in both hard and soft copy in the district administration website, due to which the total form distributed in the district has not been calculated.
On the other hand, DM (North) Chewang Gyatsho said his office has already made the forms available and these were ready to be distributed, but none have come ahead to claim one. The DM (West) was not available for any comments on the RC form distribution.
The Residential Certificate has come as pleasant news for the left out communities, which had been lobbying on the issue since a long time. The RC holders will get all the benefits which are provided to the Sikkim Subject Certificate holders, apart from government jobs and buying and selling of lands in rural areas. The applicants should have a documented proof that they have been living in the state since before April 26, 1975.
Proofs could include valid business licence, voters ID, ration card or any other similar documents. The applicants will also have to provide their address proofs of their current residence. The RC forms will be initially scrutinised by area police and IB, following which the district magistrate will issue the RC in consultation with the Land Revenue and Disaster Management secretary and Home Secretary.
