Lok Sabha Speaker Om Birla Tests Positive For COVID-19

Lok Sabha Speaker Om Birla has tested positive for Covid-19 and has been admitted to AIIMS Covid Centre in Delhi for observation.

According to a press release by AIIMS, Birla had tested positive on March 19 and was hospitalized the very next day. “He is stable and all his parameters are normal,” the press statement said.

With Birla now testing positive, only time will tell how this will affect the ongoing session of the Parliament.

Last year, the monsoon session of the Parliament was curtailed after over 30 MPs, including Union Ministers Nitin Gadkari and Prahlad Patel, tested positive for Covid.

India has recorded 43,846 new cases in the last 24 hours, making this the highest single-day spike since November 25. With this, the total number of cases in the country now is over 1.15 crore.

There are over 3.09 lakh cases active cases while 1.11 crore people have recovered. Maharashtra reported 27,126 new cases, while Punjab had 2,578 on Sunday.

With 197 new deaths, the death toll is now over 1.59 lakh. Six states account for 86.8 per cent of the new Covid-19 deaths and Maharashtra tops the chart with 92 causalities reported on Sunday.

Union Health Minister Harsh Vardhan has said people should not let their guard down against the virus and unless people exercise caution, the situation may turn dangerous. “With vaccines available now, people feel they should not wear masks. Maximum people hang their masks around their neck, some keep it in their pocket and some do not use it at all,” the minister said

Two die in north Bengal after Covid vaccination

Two persons in north Bengal have died after they were administered the Covishield vaccine for Covid-19 this week, sources said.

Health department officials said preliminary reports suggested that the deaths were probably due to “natural cause of pre-existing cardiac conditions and coincidental to vaccination in nature.”

A 75-year-old woman of the Kharibari Block near Siliguri in Darjeeling district had received the shot on 8 March at around 3.30 pm. She returned home without any adverse events following immunisation (AEFI).

“However, the same day she was taken to the primary health centre at Batasi with bouts of diarrhoea and uneasiness and subsequently referred to the North Bengal Medical College and Hospital at 7.30 pm due to atrial fibrillation. She had been under treatment for atrial fibrillation for quite a long time. She died the following day,” senior officials of the health department said today.

Another 65-year-old person of Dhupguri in Jalpaiguri district had taken his first dose of Covishield on 8 March at the rural hospital at 10.30 am.

“He had returned home after preliminary observation without any AEFI. He, however, had vomiting at 4.30 pm the same day. The next morning, around 5 am, he developed sudden breathlessness and died at his residence within half an hour, without a chance for medical assistance. He was a known hypertensive for the past five-six years,” the official added.

Family members of the man have filed a complaint with the police in Dhupguri, demanding proper investigations.

The family members said in the complaint that the man did not have “much physical problems” and that they suspected he died of the vaccine.

“He had started complaining about uneasiness soon after taking the vaccine,” the complaint says.

The director of health services, Dr Ajoy Chakraborty, meanwhile, said investigations into the matter were on.

“According to preliminary reports, both of these deaths were probably due to natural cause of pre-existing cardiac conditions and coincidental to vaccination in nature. The primary report has revealed multiple cardiac problems, including cardiomegaly and cardiac muscle fibrosis, suggestive of old infarction. We are waiting for the final reports and it will be placed before the causality assessment committee,” Dr Chakraborty said.

According to the health department observation from those two cases, it appears that the vaccination was unlikely to be responsible for such sudden deaths in both the cases, as there had been preexisting cardiac conditions in both the cases which frequently cause sudden deaths in that age group.

“However, as in both of the cases, Covid vaccination was taken prior to the onset of symptoms, we need final confirmation and causality analysis by an experts’ team for both the cases based on postmortem findings and other evidences. The district and state AEFI committees are already investigating it and will ascertain and finalize the cause of death soon,” Dr Chakraborty said.

Scientists have revealed an overall vaccine efficacy for Covishield, the Astra Zeneca University of Oxford vaccine, produced in the country by the Serum Institute of India, of 70 percent.

Meanwhile, around 75054 persons took their first dose and 10465 received the second dose in 1151 sessions across the state today. The health department said, cumulatively 20.72 lakh people, including healthcare workers, frontline workers and elderly citizens, have been vaccinated in the state so far.

Also, one “minor” AEFI was reported today when an over 60-year-old resident of Falakata in Alipurduar district complained of pain at the point in his arm where the needle was injected soon after the vaccination with Covaxin. The person was sent home after initial observation, it is learnt.

Fresh plan for 100 jabs a day in Darjeeling district

Darjeeling district health department has come up with a new plan to vaccinate health workers against Covid-19 and fulfil the 100-jabs-a-day target.

Vaccination in the district started on January 16 and 100 health workers are supposed to get the shot daily.

Sources in the health department said it was found that on a number of days those supposed to get the shot are not turning up. In such cases, other health workers who are yet to get the jab can approach the centres and take the vaccine, said health officials.

Sandeep Sengupta, the dean of student affairs and a gynaecologist at the North Bengal Medical College and Hospital (NBMCH) on Siliguri outskirts, said the district health department had asked for names of all the health workers for vaccination that have been collected and uploaded on a portal. “The names have been uploaded randomly. If all 100 supposed to get the shot on a given day do not turn up, others registered with the portal can approach the centre and take the vaccine in empty slots,” he said.

Initially, when vaccination started, there had been some demonstrations at NBMCH that a number of doctors were out of the list.

However, NBMCH principal Prabir Deb clarified that they had sent names of all the professors and doctors to the district health department. “All of them will be vaccinated in due course,” Deb said.

“So far, around 600 people have been enlisted and a handful of names need to be included,” said a health official.

Apart from senior and junior doctors, interns, house staff, paramedics, conservancy workers and office staff needs to be vaccinated.

Why India Is Exporting Vaccines But Not Selling Them For Public Use

New Delhi:
India has started shipping out millions of doses of Covishield free of cost. On the list are 13 nations -- Bangladesh, Bhutan, Maldives, Mongolia, Myanmar, Nepal, Bahrain, Brazil, Mauritius, Morocco, Oman, Seychelles and Sri Lanka. But while the move improves the country's standing internationally, there are questions why the government is not allowing the sale of the vaccine in private markets.

Several leading health and pharma experts such as Kiran Mazumdar Shaw has appealed to the government to allow private players to roll out the drug as well, since capacity is not a problem in India and all government targets are being met.

"We need to vaccinate 2m per day n unless private hospitals start vaccinating general population we will struggle to keep pace with vaccine production which far outweighs utilisation. Unlike other countries we don't have shortage of supplies," she tweeted.

"Prioritisation is a must in this process and all nations are following it," explained Dr VK Paul of Niti Aayog. "If you are healthy and below 50 years of age, you please wait and let those citizens who need it more get it... in the spirit of public health response, in the spirit of our societal responsibility," he added.

Pointing to the country's priority list, announced way ahead of the vaccine rollout earlier this month, he said, "In the first seven to eight months, we are focused on the 30 crore people, about which we have talked quite often and we know who those people are, who are the needier".

Currently the vaccine is being administered to one crore healthcare workers and two crore frontline workers. Next on list are 27 crore people who are particularly vulnerable to the disease - people above the age of 50 years and those with co-morbidities.

India is the world's largest vaccine manufacturer, ahead of even China. The Pune-based Serum Institute currently manufactures of 5,000 doses of Covishield per minute, which adds up to 50 million doses per month. By the end of March, this figure will go up by 30 per cent -- which translates to 65 million doses.

At the moment, the government has procured 11 million doses to vaccinate priority groups and meet export commitments. Another 50 million doses remain in stock.

A chunk of this is now being exported to countries like Brazil, Morocco, South Africa and Saudi Arabia commercially. The export is happening to ensure that the precious vaccine, which has a life span of six months, does not expire. The current stock will start expiring from March.

Two leaders in north Bengal drop out of the list of vaccinated people on Day One

Two prominent political leaders in north Bengal volunteered to drop out of the list of vaccinated people on the Day One of the drive citing they would get the jab when it is available for people at large.

Anit Thapa, chairman of the Gorkhaland Territorial Administration (GTA) from the Binay Tamang faction of the Morcha, which has been a Trinamul ally since 2017, had recently announced he would be the first to take the vaccine in the hills. Thapa reached Kalimpong district hospital on Saturday but then announced that he would get vaccinated only when it becomes available for the public.

“The doctors and medical experts told me that the vaccine was for health workers and there was no need to cast any doubt on the vaccine,” said Thapa, before explaining that he had earlier planned to be the first to take the shot to build confidence among health workers and dispel vaccine-related fears among the masses.

On his change of heart, Thapa said: “Instead of me, one more health worker can get vaccinated. The vaccine has been approved by the WHO and by the government of India.”

In Alipurduar, Trinamul MLA Sourav Chakraborty also declined to take the jab though he had been listed as the first person supposed to receive the shot in the district on Saturday.

Alipurduar district health officials claimed that MLA Chakraborty had been included in the list as he was the chairman of Rogi Kalyan Samity. But some others said that his name was put on the list because he uses the prefix Dr. However, Chakraborty is not a physician but a PhD.

Contacted, the MLA said he was in no mood to take the vaccine now. “I refused the vaccine. I will take it along with the common public,” he said.

Siliguri lab does 2 lakh Covid tests

The Viral Research Diagnostic Laboratory (VRDL), functioning at the North Bengal Medical College and Hospital (NBMCH) on the outskirts of Siliguri continues to hold the top slot in Bengal among all the labs conducting Covid-19 tests.

Now, the VRDL has become the first lab in the state to cross two lakh tests.

It is also one of the youngest of the over 90 laboratories of the state where the tests are being done. The VRDL started its journey from March 29.

According to the bulletin issued by the state health department on Friday (that showed Covid-19 related data till Thursday), the VRDL so far has 1,99,551 samples in the RT-PCR (real-time reverse transcription polymerase chain reaction) method.

“We have crossed the two-lakh mark. Our lab is also the first in the state that had crossed the one-lakh mark in August this year. Also, by June, we could test 50,000 samples only in 84 days,” said Arunava Sarkar, principal investigator of the lab at NBMCH.

Crediting “complete teamwork” for the stellar performance of this young lab, Sarkar attributed the feat to the efforts of his team members and support from the administration and the state.

Santanu Hazra, the in-charge of the lab, said the number of tests vary from 1,400 to 1,600 in a day.

“We have advanced equipment at the lab which is why we would be able to conduct more tests in a day. Among these include the RT-PCR machine, cartridge-based nucleic acid amplification test

(CBNAAT), TrueNat and the automated RNA extractor,” he said.

On Friday, a small celebration was held at the microbiology department, under which the lab functions, as authorities came to know that the lab crossed the two-lakh-testing mark. “It is indeed a success for all of us,” said a faulty member of NBMCH.

In August 2020, when the lab completed 1 lakh tests, it had not only topped Bengal but was also among the first three labs in India.

Lakshmi Puja Covid safety alert in Darjeeling

Preliminary data on Covid-19 cases during the past few days has made health officials ring an alert in Darjeeling district ahead of the upcoming Lakshmi Puja and advise priests to undergo Covid tests before they move out and perform puja in various households.

Lakshmi Puja will be celebrated on October 30.

According to senior officials of the health department, there has been a rise in the number of cases in Darjeeling district during Durga Puja days.

From October 15 to 21, 722 people in the district got infected with the pathogen among whom 393 were from Siliguri, said a health official.

However, during the five days of Durga Puja, that is, from October 22 to 26, the total number of new Covid patients was 593 in the district. Among them, 335 were from Siliguri, the official added.

“The numbers are an indication that people should stay away from crowded areas and public places. Random testing (to assess the spread of Covid) has started from Wednesday and we are waiting for the reports to know more about the trend,” the official added.

Sushanta Roy, the officer on special duty (OSD) deputed in north Bengal for Covid-19, said he was aware of the numbers.

“It is high time that people in this district, particularly Siliguri, strictly adhere to the safety protocols during the upcoming Lakshmi Puja,” Roy said. “This puja is held almost in every second household. Markets get crammed with people ahead of the puja and there is always a risk of infection. People should take all safety measures while going to markets,” said Roy.

On Lakshmi Puja day, hundreds of priests go to multiple households to perform the puja, which is also a matter of concern this year, Roy said.

“Those calling priests for the puja at home should ensure that all health safety protocols are maintained. Also, we would like to advise the priests that before puja day, they should get themselves tested to confirm that they are Covid negative. Otherwise, they can be prospective transmitters of the contagion,” Roy added.

The farm has been set up at the Rangapani area near Siliguri with the help of the Centre of Floriculture and Argo Business Management (COFUM), a department in North Bengal University.

Watermelon is cultivated in two bighas of land using mulching paper, a Germany technology. The entrepreneur appointed 15 migrant workers who worked in other states earlier and with their help, the farm has grown around eight tons of watermelons in about 50 days at this initial stage.
Pradip Singhal, the entrepreneur said, he was deeply moved by the sufferings of the migrant workers.
"Amid this pandemic, it has been advised to eat foods which increase immunity. Therefore two factors prompted me to create job opportunities for the migrant workers and grow healthy organic foods," said Singhal.
Sangram Singha, a migrant worker who got a job at the farm said, "We were in different states before the COVID-19 pandemic. But after losing our jobs, we returned to our homes. Several others like me have also got a job here. The quality of the organic watermelons is much better than others and the demand is high which makes us happy."
"We introduced a bed system along with a good quality of drains. Later we used 30-micron mulching papers and again installed two types of traps to fight with the insects. It is the only certified organic farm in the state of West-Bengal which has started giving job opportunities for migrant workers who returned from their workplaces due to the corona pandemic," Amarendra Pandey, an official from COFUM, North Bengal University said. Siliguri private hospital penalised

The West Bengal Clinical Establishment Regulatory Commission has fined a private hospital in Siliguri for refusing to admit a patient. The patient had later tested positive for Covid-19 at the North Bengal Medical College and Hospital (NBMCH), where he died.

The 64-year-old resident of Aurobinda Pally in Siliguri and a retired officer of a nationalised bank had been taken to the Anandaloke Multi Specialty Hospital for treatment on the night of 26 August, but the hospital allegedly refused to admit him, citing lack of bed, and referred him to the NBMCH.

On 1 September, the man’s daughter, Payel, filed a complaint with the commission about the role of the private health facility.

The hospital was yesterday fined Rs 10,000.

“The amount is too little when compared to the damage in our lives. I, however, hope the nursing home will learn a lesson from this and not repeat the act of refusing a patient,” Ms Saha said today.

In the complaint, she had said that her father had been taken out from the ambulance and taken inside the hospital on that day.

“We are not aware of the kind of medical treatment they administered to my critically ill father, and they refused to admit my father without treatment after taking 30-40 precious minutes,” she said. According to her, his oxygen level had come down to 22 at the hospital.

The medical director of the nursing home, Dr Asoke Kumar Khandelwal, said the incident was unfortunate.

“The patient was brought to the hospital in an ambulance at around 11.30 pm. Since he had been suffering from breathing problems, we had to follow the medical protocol and examine whether it was a case of severe acute respiratory illness or suspected Covid. After that, he was taken to the emergency ward and administered oxygen. The doctors examined him and realized he needed a ventilator, but our five ventilators were preoccupied for critical patients. Therefore, we advised him to be taken to the NBMCH due to his condition. We made all efforts. He had been sent in the ambulance with oxygen support,” Dr Khandelwal said.
